Details of the Scheme

The N11 Rathnew to Arklow Road Improvement scheme consists of:-

The Estimated Scheme Cost is €142 million. (Construction is subject to availability of funding.)

Description of the Route

The proposed route will commence at the north end of the N11 Arklow Bypass. It involves the widening of the existing N11 corridor on it's eastern side as far as Scratenagh Cross Roads where it crosses the proposed mainline to run generally on-line with widening to the western side of the existing carriageway. An over-bridge is proposed immediately north of Scratenagh to allow local traffic from adjacent county roads to cross the dual carriageway. Access to existing communities and properties adjacent to the existing N11 will be maintained by an all-purpose local access road, which will run parallel to the proposed dual carriageway. This all-purpose road will utilise significant lengths of existing N11 carriageway, with new single carriage way constructed where the mainline overlies the existing carriageway.

The proposed mainline alignment passes west of Jack White's Cross Roads and a grade-separated interchange is proposed at this location to provide local access from the all purpose road. Continuing north the alignment follows the line of the existing N11 to Kilmurry North where the preferred route then runs off-line to the east before crossing over the existing N11 at Ballinacor East adjacent to Lil Doyle's Public House. It then swings to the northwest, off the line of the existing N11, passing between the townlands of Ballard Lower and Breagura before sweeping northeast. Where the proposed mainline crosses the existing side roads of the L5664 to Kilbride, the L5158 to Kilboy and the L 1157 to Breagura, access will be maintained by the construction of three new Under-bridges.

North of Ballard Lower a slightly amended line has been adopted for the preferred route compared to the 2002 draft alignment as it now avoids crossing the line of the existing N11 at the Tap. This proposal enables the existing N11 carriageway to be used as an all-purpose road between the Beehive and Jack Whites.

North of Coolacork and Roscath the preferred route will run parallel with the western side of the N11 until it reaches the R751 and the 'The Beehive' junction. A second grade-separated interchange is proposed at 'The Beehive' junction. Thereafter the preferred route converges on the tie-in point with the southern end of the proposed N11 Newtownmountkennedy to Ballynabarny dual carriageway (currently under construction) near Ballinaclogh.

Compulsory Purchase Order

The Compulsory Purchase Order for the scheme was signed on 9th July 2004. The C.P.O. and E.I.S. documents have been sent to An Bord Pleanála. The Council is awaiting a decision from An Bord Pleanála regarding date and venue of the Oral Hearing (if required).

Public Display

The CPO and E1S documents are available for viewing at the offices of Arklow Town Council and Wicklow County Council between the hours of: 9:30am- l:00pm and 2:00pm-4:30pm on working days from 15th July up to and including 3rd September 2004. Written submissions may be made to An Bord Pleanála not later than 5:30pm on Friday 17th September 2004.
